The Office of Emergency Operations is a group of professionals within the Florida Department of Health in Orange County that are responsible for planning and responding to any disaster or emergency event that affects the health and medical infrastructure within the county. The office ensures essential public health services throughout disaster events through coordination with Orange County emergency services agencies, federal, state, and local agencies, local hospitals, and volunteer organizations.

Plans developed by prepare staff to respond to various scenarios such as:

  • Mass Prophylaxis
  • Special Needs Shelters
  • Mass Casualties
  • Epidemiological Surveillance and Investigation
  • Epidemiological Isolation and Quarantine

The office is part of Region 5 of the Florida Domestic Security Task Force and assists with disaster events that have occurred in other Florida counties. During times of catastrophic national incidents the team may deploy to disasters outside the state.


Comprehensive Emergency Management Plans (CEMPs)

The Florida Department of Health has changed the process for submitting CEMPs for home health agencies, nurse registries, hospices, and home medical equipment providers.

All CEMPs received by the Department will be reviewed for compliance with Florida Statutes and Rules.

Providers licensed to operate in multiple counties are only required to submit the CEMP once and it will be distributed to all county health departments required to conduct a review.
