The Florida Department of Health (Department) is pleased to announce Dr. Raul Pino as the Health Officer for the Department of Health in Orange County (DOH-Orange). He has been serving as interim Health Officer since May 2019. 

As the Health Officer for DOH-Orange, Dr. Pino is responsible for overseeing all operations, including planning, directing, developing and coordinating public health programs and activities. He is also responsible for making sure that that DOH-Orange continues to address state and local public health priorities and provide population-based partnerships with community stakeholders.

“Dr. Pino has an excellent and diverse background in all aspects of public health and has demonstrated his ability as a skilled leader,” said Lieutenant Governor Jeanette Nuñez. “I believe he will be an asset to the Florida Department of Health in Orange County as its new health officer.”

 “Dr. Pino’s educational background and leadership experience make him well-suited to providing oversight for Florida Department of Health in Orange County,” said Dr. Scott Rivkees, Florida Surgeon General. “His considerable experience in the public health, administrative and community health areas make him a valuable resource to the residents of Orange County.”

Dr. Pino was the Commissioner for the Connecticut Department of Public Health (CT DPH) for almost 4 years following his role as Deputy Commissioner. Prior to these appointments, he served the City of Hartford, Connecticut, as Director and Assistant Director of the city's Department of Health & Human Services. In these positions, Dr. Pino managed the budget and oversaw labor relations, public health preparedness, code enforcement and the department's management team. 

Dr. Pino was also an epidemiologist for CT DPH’s Sexually Transmitted Diseases Control Program and worked at the Institute for Community Research, Hispanic Health Council and Hartford Hospital. He holds a doctorate in Medicine from the University of Havana and a Master of Public Health from the University of Connecticut School of Medicine.
