IMPACC (Infant Mortality Prevention, Action, Community Collaboration) 

The Florida Department of Health in Orange County (FDOH-Orange) strives to continuously find innovative, data driven, evidence based and action-oriented strategies to improve the health and wellbeing of county residents.

Infant mortality is viewed as an event that serves as a measure for a community’s general health status as well as its social and economic well-being.

IMPACC aims to enhance the health and well-being of women, infants, and families by improving current polices and system changes.

Fetal Infant Mortality Review (FIMR)

  • An in-depth process that uncovers the patterns and causes associated with fetal and infant death.
  • A means of implementing core public health functions, such as assessment, continuous quality assurance, and policy development.
  • A collaborative action-oriented, community-based approach that leads to improved services and community resources for childbearing families.
  • An opportunity for public/private partnerships.

FIMR IS NOT:

  • Research study.
  • An institutional review.
  • A substitute for existing mortality and morbidity inquires.
  • A quick fix to a complex solution.
  • A mechanism for assigning blame or responsibility for any death.

FIMR Case Review Team (CRT)

  • Composed of health, social service and other experts, the CRT reviews and analyzes de-identified cases of infant deaths in the community.
  • The purpose of the review is to identify factors that contributed to the death and make recommendations for community change, if appropriate.
  • The FIMR process begins when the team is notified that a fetal or infant death has occurred. FIMR receives referrals from hospitals, clinics, Office of Vital Registry, case management programs, and other perinatal providers.

Community Action Group (CAG)

  • Issue specific task force groups are assembled to implement interventions designed to address the problems identified by the CRT and turn recommendations into action.
  • CAG works with the community to implement interventions to improve services and resources.

​FIMR attempts to learn more about the causes and factors related to these early deaths. Sharing your story will allow us to better examine existing services and make improvements to develop better services to address the needs of women and infants.
